School Board Regular Meeting Minutes

October 18, 2022

 

The Board of Education of Independent School District #238 met on Tuesday, October 18th, 2022 at 6:00 pm in Science Room #50.

 

Members present in person: Adkins, Weidemann, Tollefsrud, Wilder, Miller, Marquardt, Superintendent Kuphal

Members present via visible-audible technology: Livingood

Also present in person: Principal Weidemann, District Secretary Lisa Halverson, Rich Wicks, Aimee Lake, Carlena Gallagher, Ruthann Sacquitne, Andrew from Smith Schafer

Members Absent: Student Representative Matthew McClimon

 

The meeting was called to order by Chair Adkins at 6:00 pm.  The Pledge of Allegiance was said.

 

Motion by Miller, second by Wiedemann and carried unanimously, to approve the revised agenda.

 

Motion by Tollefsrud, second by Wilder and carried unanimously, to approve the September 20, 2022 minutes.  

 

Motion by Wilder, second by Weidemann and carried unanimously, to approve the September 21, 2022 Joint City Council/School Board meeting minutes. 

 

IX.  Items for Action and/or Discussion

  1. Audit Results- Andrew Forliti from Smith Schafer presented Mabel-Canton Audit results.  In summary, key points of the presentation were as follows:
    1. General Fund expenditures exceeded revenues by $141,889 for 2022.  The UFARS unassigned General Fund balance at June 30, 2022 is $628,186 or 15.8% of current General Fund expenditures.
    2.  The Food Service Fund revenues exceeded expenditures by $56,240 at June 30, 2022.  Fund Balance is $133,795.
    3. The Community Service Fund revenues exceeded expenditures by $26,116 for 2022.  Fund balance is $265,618.  
    4. The Building Construction Fund issued bonds to fund building improvements totaling $6.8M in 2021 and has unspent proceeds of $3,275,641 as of June 30, 2022.  
    5. The Debt Service Fund balance was $19,640 at June 30, 2022.  

Motion by Weidemann, second by Marquardt and carried unanimously, to approve the audit results, with a special thank you to Gary, Michelle and Aimee for all their work.  

 

Consent Agenda:  Motion by Miller, second by Livingood and carried unanimously, to approve the following, with a special thank you for all the donations:

  • $20 for M-C High School Choir Department donated by Anonymous donor
  • $100 for Football Activity Account donated by Mabel American Legion
  • $1,600 for K-2 Reading Program donated by United Methodist Church of Mabel & Newburg

  • Hiawatha Valley Education District - No Report
  • Southeast Service Cooperative - Health Insurance was reported to be less than PEIP even with increase; currently have 1 School Board and 1 Community position open.  
 
  1. PreK-12 Principal - 
    1. College Week this week: Staff are encouraged to wear college apparel, banner/college decor hanging throughout the building.  FASA & College Reps will be in this week to visit with students.
    2. Awarded $3,255 SHIP Grant - will use this money to purchase playground and weight room items.
    3. End of Quarter 1 is November 4th - Rewards day will be held Friday, October 28th.  10th-12th grade students who are passing all classes will be going bowling - $3/student.  Paul Tollefsrud and Karl Urbaniak have volunteered their time to drive bus.  7th-9th grade students passing all classes will be able to participate in activities here at school that afternoon - concession stand will be open.
    4. Halloween concert will be held Monday, October 31st 
    5. Football team hosts their first tournament game Tuesday night, Volleyball team hosts their first tournament game Thursday night.  Pep fest will be held Tuesday afternoon to cheer both teams on as they enter tournament play.
    6. Mrs. Nelson has arranged for students to help volunteer their time throughout the school to give back during their Flex time.  
    7. Mrs. Gallagher and FFA Officers delivered 50 treat bags to local farmers today.
    8. M-C football field was recently named after Coach Urbaniak - received lots of support for this.


 
  1. Superintendent - 
    1. Open House was held on Sunday to show community members recent construction projects - about 15 people attended - many positive comments. 
    2. Board will meet and discuss the Bernard Bussing Contract.  
    3. Michelle and Gary visited North Winn School to view auction items - may bid on a few things.
    4. Gary will attend SE Service Coop meeting tomorrow.
    5. Gary will contact Karl Urbaniak regarding sharing his thank you letter with media.
 

IX.  Items for Action and/or Discussion

  1. Potential Custodian Hire: Looking for additional Custodial help - flexible hours
  2. Snow Removal Quotes: Motion by Marquardt, second by Weidemann and carried unanimously, to approve Karl Vang’s snow removal quote at $100/hr.  
  3. Strategic Plan: Next meeting is scheduled for November 2nd - the survey on the school website has been extended through Wednesday.
